The Cincinnati, Louisville and East Tennessee Railroad was chartered by the Kentucky Legislature in 1867 after a hard fight. The charter was granted in response to the city of Cincinnati's need for permission to build a road connecting it with the south, and specifically with the east Tennessee cities of Knoxville and Chattanooga.
